Sam has spent the last 13 years working within the Valuation Office Agency (Government agency responsible for setting and maintaining business rates valuations within England and Wales) as District Valuer and Valuation Officer. Prior to leaving the Valuation Office Sam had direct responsibility for the co-ordination and valuation of all commercial property within Leicestershire for Reval 2017.

Sam has extensive experience of dealing with large multi site operators, shopping centres, out of town retail parks, business parks, office developments, industrial manufacturing and warehouse properties together with licensed premises and convenience store formats on a national basis.

He has acted as expert witness at Lands Tribunal and at innumerable Valuation Tribunals over the years. His professional experience and intimate knowledge of the internal workings of the business rates system allow him to provide his clients with insightful and valuable guidance that is unmatched in professional circles within Leicestershire.

RICHARD HOWES MRICS

Richard is a Chartered Surveyor having worked for over 12 years within the commercial property market. His experience in both Private Practice and Public Sector includes agency, landlord and tenant and property taxation matters across Birmingham, East Midlands, East Anglia, London and the South East.

Most recently Richard was with the Valuation Office Agency (Government agency responsible for setting and maintaining business rates valuations within England and Wales) and dealt with Rating Appeals for the 2005 and 2010 Rating list across all commercial property classes, as well as assisting in overseeing the compilation of the 2017 Rating List.
